Add language and terminology options

Summary

Allow interface strings and race terminology to be adapted without editing firmware source.

Acceptance criteria

• Move user-facing strings into a compact language resource.
• Provide a language selector with an English fallback.
• Handle text expansion within circular-layout constraints.
• Keep font assets limited to glyphs required by supported languages.
• Document memory cost and add fallback and layout tests.
