Typing 10.x.x.13 in the assign-IP picker listed .137, .131 and friends above the exact .13 - the list came back in whatever order the query produced.
The IP list is fixed now (exact match first, then prefix, then substring, numeric order inside each band), but other search surfaces probably have the same problem: global search, the object pickers' compact lists, and anything else that filters with a contains-match and leaves the ordering to the model. Anywhere the closest hit isn't on top should get the same ranking.
