This needs to build for July release. The PR is updating the property that enables rebuild of NETStandard 2.1 Targeting Pack.

This was already approved and main changes merged in #102081

This needs to build for July release. The PR is updating the property that enables rebuild of NETStandard 2.1 Targeting Pack.
This was already approved and main changes merged in #102081
