Backport of #91741 to release/8.0

Customer Impact

We sometimes end up choosing a wrong encoding for instruction that needs to load byte/short from memory. This might lead to bad code generated and wrong functional output.

Testing

Manually verified the failing test case and clean CI.

Risk

Low because this scenario happens where frame is larger than usual mostly during OSR when we are trying to load byte/short from tier-0 stack frame.

IMPORTANT: If this backport is for a servicing release, please verify that:

  • The PR target branch is release/X.0-staging, not release/X.0.

  • If the change touches code that ships in a NuGet package, you have added the necessary package authoring and gotten it explicitly reviewed.
