✅ Add items and admin tests, and refactor existing ones

Includes two new test files for items and admin following current patterns, and updates to user-settings to use beforeAll/beforeEach to share user setup, improve test grouping, and remove unnecessary comments

✅ Add items and admin tests, and refactor existing ones
Includes two new test files for items and admin following current patterns, and updates to user-settings to use beforeAll/beforeEach to share user setup, improve test grouping, and remove unnecessary comments
