Updates default CLI versions for Claude Code (2.0.69 → 2.0.70) and Codex (0.72.0 → 0.73.0).

Test expectations (pkg/constants/constants_test.go):
- Updated TestVersionConstants to match new versions

- Regenerated via make recompile with updated CLI versions
