Bump version of go-github library to v41

This release contains the following breaking API changes:

• Change StorageBilling.EstimatedPaidStorageForMonth from int to float64 #2205

and the following additional changes:

• Support for creating reaction for a release #2196
• Parse Before/After Links into Response #2154
• Add missing attribute job_runs in WorkflowRunBill #2206
• Add function to delete a workflow run by ID #2207
• Handle 'since' in addition to 'page' for pagination response #2135
• Add active committers API implementation #2208
