[Callbacks] adding `callback_on_step_end` arguments to all pipelines

we recently introduced callback_on_step_end to our pipelines that provides more flexibility for user to customize the pipelines.

anyone interested in adding this argument to all the other pipelines that does not have this argument yet? e.g. contorlnet pipelines are pretty important and still do not have this argument.
