It seems Blockstream yanked the electrs image we were using, so we're switching to use mempool/electrs.

Moreover, we align all bitcoind versions to 27.2, which we previously missed when rebasing #486.

It seems Blockstream yanked the electrs image we were using, so we're switching to use mempool/electrs.
Moreover, we align all bitcoind versions to 27.2, which we previously missed when rebasing #486.
