Update @types/vscode to 1.136.0 and engines.vscode to ^1.136.0 so VSIX packaging accepts the declared API version. Adds a CI regression check that rejects type definitions newer than the minimum supported editor.
Validation: the check passes the updated manifest and rejects the previous ^1.134.0 engine. Full CI is required before merge.
