What
PR #11294 implements pm:awaiting-maintainer as a first-class board state (label vocabulary in ensure-pm-labels.sh, H25 mutual exclusions, membership in H11/H13/H22, its own sweep listing page) per the maintainer ruling recorded on #11196 (2026-08-23, 「可以新标签,最好 pm: 开头」). The protocol text half was explicitly deferred: the state-model table in .claude/skills/pm-dispatch/SKILL.md does not yet carry a row for the new state, so a seat reading the protocol cannot learn when to apply it or how to exit it.

One row in the 状态模型 table of .claude/skills/pm-dispatch/SKILL.md: meaning = the decision is made and the remaining action is a manual maintainer operation outside GitHub's reach (the #7276 shape — e.g. a Routines-UI change); mutual exclusions per H25 (never coexists with pm:queue/pm:dispatched/pm:blocked/pm:on-hold/needs-user-decision); exit = the maintainer performs the action and the seat clears the label with an evidence comment (no machine exit, by construction — H11 carries it as parked inventory). Wording final at implementation against the merged patrol semantics.
Constraints
- Protocol semantics face: fable-mandatory construction per the model-tiering clause ①; governed surface — draft PR, human merge only.
- SKILL.md sits at its line ratchet ceiling: the row must be paid per the gate's remedy guidance (compress in place; raising a ceiling needs a maintainer ruling quoted in the PR).
- ⛔ Do not restate the patrol's H-rule mechanics in prose — the table row states the state's meaning and exit;
