Ratchet bookkeeping: pm-dispatch SKILL.md widest-table-row pin can follow the paid-down row (765 to 642 bytes) once PR #13085 lands #13090

PR #13085 (the #12672 fix) shrank the widest table row of .claude/skills/pm-dispatch/SKILL.md — the domain:engine row, which seeded the pin — from 765 to 642 bytes. pnpm check:pm-skill-ratchet now prints the standing opportunistic-tighten hint on every run:

"ℹ️ .claude/skills/pm-dispatch/SKILL.md: max-table-row-bytes headroom is 123 — every pin is seeded at 0 headroom, so a row has been paid down; lower the pin to 642 (shrink-only ratchets tighten opportunistically)."

The pin lives in MAX_TABLE_ROW_BYTES in scripts/pm/check-skill-line-ratchet.mjs (the .claude/skills/pm-dispatch/SKILL.md entry, currently 765). The gate's own doc says the pin should follow any paid-down row. Not ridden on PR #13085 because it is a gate-script edit: per the os-dev standing terms it adds a verification surface (the ratchet script's own test suite becomes mandatory for the touching PR), which the #12672 dispatch scope did not cover.

One-line change + the script's self-test/vitest suite; must land only after (or with a rebase past) PR #13085, since a 642 pin is red against the pre-shrink row. Until then the hint is informational — the gate stays green.
