…eep the flush Steps ①② (in-flight-zero checkpoint + flush-judgments-to-GitHub) stay; the maintainer-executed /compact gate ③④ is removed — after the flush the seat proceeds to the next wave immediately. /compact is demoted to a terminal-session optimization the maintainer may perform, never a dispatch precondition. The 2026-08-09 ruling is cited as superseded-in-part by the 2026-08-14/15 in-session challenge (verbatim fragment kept untranslated). .claude/skills/pm-dispatch/SKILL.md(section 轮次报告与节奏), per the maintainer's 2026-08-14/15 in-session challenge of the 2026-08-09 wave-checkpoint ruling:/compactis demoted to a terminal-session optimization the maintainer may perform, never a dispatch precondition.The diff is 5 lines in / 5 lines out — net zero; the file stays at 686 lines (ratchet ceiling 686, headroom 0). This reproduces exactly the before/after text a prior PM already reviewed and ACCEPTed on the card; that container had no git-write route, so the card was re-routed here for publication.
