The escalation decision frame goes from THREE fixed axes to FOUR first-class axes — 实际业务需求 · 项目长远合理性 · 防 AI 写代码犯错 · 创业阶段不扩散需求 — one-to-one with the four card facets. All four synced copies in one PR, exactly as check:skill-frame-sync requires:

  • .claude/skills/pm-dispatch/SKILL.md (internal PM copy): extraction, not rewriting — 创业阶段聚焦原则 (the 2026-08-04 quote, implementation-first default, zero-consumption/sunk-cost clause) moves out of axis 1 into the new axis 4 「创业阶段不扩散需求」. Counts updated (三条固定评估轴 → 四条; 这三条轴/三轴冲突 → 四条轴/四轴冲突). The 四棱-serialization sentence becomes 「四棱是四条评估轴的卡面序列化,一一对应,同一个框架不是第二套」. Guards-index row: 三轴决策框架 → 四维决策框架.
  • .claude/agents/os-dev.md (internal dev copy): same extraction into a fourth bullet Startup scope discipline(创业阶段不扩散需求); counts three → four.
  • skills/objectstack-pm-dispatch/SKILL.md (published, English, both embedded copies): new Axis ④ — startup scope discipline in the PM section and a fourth bullet in the embedded dev template, carrying the sunk-cost / implementation-first / conventions-file-stance content moved out of Axis ①; every count mention updated ("the deep three-axis analysis" → four-axis, section header, declaring and binding sentences). The route-B generalization is preserved: the conventions-file delegation stays, no this-repo self-description added.
  • scripts/check-skill-frame-sync.mjs: the fourth AXIS_MAP entry (startup-scope-discipline, zh /创业阶段不扩散/, en /startup(?:-phase)? scope discipline/i) — the gate's own failure text mandates recording a new axis there in the same PR. Self-test fixture strings retargeted ONLY where the changed literals made cases red (7 cases: count-vs-entries want, coherent-demotion literals, "both axes" case gains a second demotion to stay a 2-entry specimen, binding/declaring-removed literals, mention-drift literals, misaligned-map case gains AXIS_MAP[3]). No logic changed.
  • scripts/check-skill-frame-freshness.mjs: one self-test want-line retargeted (2 axes: long-term-soundness → 3, 3 axes: business-need → 4); the demotion machinery itself is count-agnostic and untouched.

Not done on purpose: axis 2 keeps its established name 项目长远合理性 — the ruling's 「平台长远合理性」 is chat shorthand also present in the pre-existing 2026-08-12 quote, and the card's enumerated changes do not include an axis-2 rename (flagged in the dev report for the maintainer to confirm).

  • pnpm check:skill-frame-freshness (self-test 12 cases + gate): exit 0 — reports the structural difference vs origin/main as a deliberate LOCAL CHANGE notice, as designed.
  • Full derived union (node scripts/pm/dispatch-gates.mjs, no paths — 12 matched gates), each exit 0 at 87b713e: check:agent-model-declared · check:cross-package-test-inputs (pnpm + node forms) · check:doc-authoring · check:doc-formula-expressions · check:nul-bytes · check:pm-governed-merges · check:pm-skill-id-lint · check:pm-skill-ratchet (table above) · check:skill-compatibility · check:skill-frame-sync · check:skill-frame-freshness.

Predecessors verified present on the base before editing: the four-facet block with the os-decision-facets marker (merged 00:35Z) and the pipe-capture discipline in os-dev.md (merged 00:26Z).
