Before this PR

We previously generated CheckedServiceExceptions for errors that were associated with endpoints. Adoption of checked exceptions has proven to be frictionful, especially when using Java's functional APIs. In this PR, I am introducing a new exception which is identical to ServiceException for use with endpoint associated errors.

Why can't we just use ServiceException? We'd like parameters of endpoint associated errors to be serialized according to the Conjure spec: the values should be serialized as JSON. Currently, errors not associated with endpoints are generated as ServiceExceptions and their parameters are currently serialized with Objects.toString. Serializing all ServiceException parameters as JSON would lead to runtime errors for clients that parse the Objects.toString representation.

I think using a record will require an additional allocation, and judging from this PR, we do care about perf of exception creation.

Serializing all ServiceException parameters as JSON would lead to runtime errors for clients that parse the Objects.toString representation.

really minor nit: do you think it's worth de-duping this b/t ServiceException with e.g. a package-private

record ServiceExceptionState(ErrorType, List<Arg<?>>, String, String, String) {...}

?

I think using a record will require an additional allocation, and judging from this PR, we do care about perf of exception creation.
