fix(pull-requests): missing features & better behaviour

[maria-rcks]

pull request actions were incomplete while ci was blocked, fork workflow approvals were invisible, merged controls disappeared, and list state reset during navigation. this adds provider-backed auto-merge strategies, github workflow approval and revert actions, truthful action-required checks, persistent merged and closed controls, combined comment-and-close/reopen actions, saved list preferences, stable right-panel selection while the list changes, and a default merge-readiness order that puts green approved work first, breaks readiness ties by the smallest diff, and puts conflicts last. github merge commits no longer show line counts that include base-branch history.

verified with 519 focused assertions, contract/server/web typechecks, targeted lint, a production web build, and a live github-provider pass.
