Add bt-enable-gpios and wcn_bt_en_state pinctrl for gpio9, enable uart17
with a wcn7850-bt child node carrying the required PMU voltage supplies,
and add serial1 alias for uart17 in nord-rrd and nord-ride-sx boards.

Add CTS/RTS pinctrl configuration for UART17 and include it in the default
pinctrl state. Configure GPIO150 and GPIO151 for UART17 hardware
flow-control operation.

These commits are dependencies for my change. I checked out from them and submitted my modifications on top of their changes. Is this not allowed on GitHub?

If so, I'll wait for them to be merged, rebase my change, and submit it again.
