RAPIDS is planning to drop CUDA 11.2 support in our Docker Images in Release v23.12 release and will remove in its v24.02 release. v23.12 will be the last version of RAPIDS to support CUDA 11.2 Docker Images.

Just to make sure we're on the same page - what will our new lower bound be (minimum supported CUDA version) when we drop CUDA 11.2?

It sounds like we might be dropping tests for CUDA 11.4 here: rapidsai/shared-workflows#136

Just want to be sure we know if the new minimum will be 11.4, 11.5, 11.8, or something else.

For purposes of documentation, effective 24.02 containers will support CUDA 11.8 and 12.0. Conda tests will still be performed against CUDA 11.4. Going to merge PR with these changes reflected.
