RAPIDS is dropping support for 11.2 in 23.12, and we have decided not to test 11.5 in addition to 11.4 because 11.4 + 11.8 (and 12) gives us enough coverage going forward.

We're planning to deprecate CUDA 11.2.

Just to make sure we're on the same page - what will our new lower bound be (minimum supported CUDA version) when we drop CUDA 11.2?
