This PR adds a simple cache to remember the results of calling isExternal on URLs. This cache is flushed once the response is sent since it relies on the current Site, which may change in SSG-like environments.

This PR adds a simple cache to remember the results of calling isExternal on URLs. This cache is flushed once the response is sent since it relies on the current Site, which may change in SSG-like environments.
