Agents now receive their configured skill instructions (from SKILL.md files) as part of the composed prompt. Previously skill_chain was parsed from TOML config but never used -- skill content was silently discarded. Changes: - Add skill_data_dir to OrchestratorConfig (defaults to ~/.claude/skills) - Add load_skill_chain_content() method that reads and strips YAML frontmatter from each SKILL.md in the chain - Inject skill content after persona preamble, before task - Force stdin delivery when skills are loaded (prompts grow 10-30KB) - Log skill loading and injection for observability Verified: test-guardian prompt grew from 2606 to 15417 bytes with testing + acceptance-testing skills injected.
