release-train: develop -> staging

Automated promotion by the release train (RFC-0008 D14). Head is the train-managed release-train/to-staging branch (a mirror of develop), so it never collides with a human PR. Merged only when the fr-gate is green.

Overview
Updates the public-pii-gate audit comment in repo-inventory.yml so it matches production reality after the develop→staging train promotion.

The note no longer describes RED-INERTpii-check as something that will appear once the reusable promotes to main. It now records that the 2026-08-05 prod promotion (backend#1556) landed the d248583 fail-closed behavior on main, so callers pinned @main already see red-inert checks live. The comment still states that this is intentional, does not block merges (not a required check anywhere), and that the workflow log points operators at setting the org secret when #1409 is unparked.
