build: declare typescript (catalog:) in every package that runs tsc

Problem

Twenty packages invoke tsc in their build/typecheck scripts without declaring a typescript dependency — they resolve whatever tsc pnpm happens to leave reachable (usually the hoisted root copy).

After the TypeScript 6 upgrade (#2700), the shared base.json uses the TS6-only "types": ["*"] wildcard. Worktrees carrying pre-upgrade node_modules/.bin/tsc shims (orphaned typescript@5.9.3 bins that pnpm never refreshes for an undeclared dependency) fail with:

error TS2688: Cannot find type definition file for '*'.

Hit locally in @workflow/astro, @workflow/world-postgres, and @workflow/nuxt — invisible in CI because fresh installs never have the stale shims.

Fix

Add "typescript": "catalog:" to the devDependencies of every package whose scripts run tsc (the convention @workflow/nest already follows). pnpm then owns each package's tsc bin shim and refreshes it on catalog upgrades, making this staleness class structurally impossible — and pinning every package to the workspace catalog version (^6.0.3) hermetically.

Packages without tsc in their scripts are left unchanged (nuxt, swc-plugin, tsconfig, plus those already declaring it).

Validation

• All package-local pnpm exec tsc --version → 6.0.3
• Full pnpm build: 27/27 tasks green
• Diff is surgical: one devDependencies line per package (+ lockfile)

Problem

Twenty packages invoke tsc in their build/typecheck scripts without declaring a typescript dependency — they resolve whatever tsc pnpm happens to leave reachable (usually the hoisted root copy).

After the TypeScript 6 upgrade (#2700), the shared base.json uses the TS6-only "types": ["*"] wildcard. Worktrees carrying pre-upgrade node_modules/.bin/tsc shims (orphaned typescript@5.9.3 bins that pnpm never refreshes for an undeclared dependency) fail with:

error TS2688: Cannot find type definition file for '*'.

Hit locally in @workflow/astro, @workflow/world-postgres, and @workflow/nuxt — invisible in CI because fresh installs never have the stale shims.

Fix

Add "typescript": "catalog:" to the devDependencies of every package whose scripts run tsc (the convention @workflow/nest already follows). pnpm then owns each package's tsc bin shim and refreshes it on catalog upgrades, making this staleness class structurally impossible — and pinning every package to the workspace catalog version (^6.0.3) hermetically.

Packages without tsc in their scripts are left unchanged (nuxt, swc-plugin, tsconfig, plus those already declaring it).

Validation

• All package-local pnpm exec tsc --version → 6.0.3
• Full pnpm build: 27/27 tasks green
• Diff is surgical: one devDependencies line per package (+ lockfile)

Problem

Twenty packages invoke tsc in their build/typecheck scripts without declaring a typescript dependency — they resolve whatever tsc pnpm happens to leave reachable (usually the hoisted root copy).

After the TypeScript 6 upgrade (#2700), the shared base.json uses the TS6-only "types": ["*"] wildcard. Worktrees carrying pre-upgrade node_modules/.bin/tsc shims (orphaned typescript@5.9.3 bins that pnpm never refreshes for an undeclared dependency) fail with:

error TS2688: Cannot find type definition file for '*'.

Hit locally in @workflow/astro, @workflow/world-postgres, and @workflow/nuxt — invisible in CI because fresh installs never have the stale shims.

Fix

Add "typescript": "catalog:" to the devDependencies of every package whose scripts run tsc (the convention @workflow/nest already follows). pnpm then owns each package's tsc bin shim and refreshes it on catalog upgrades, making this staleness class structurally impossible — and pinning every package to the workspace catalog version (^6.0.3) hermetically.

Packages without tsc in their scripts are left unchanged (nuxt, swc-plugin, tsconfig, plus those already declaring it).

Validation

• All package-local pnpm exec tsc --version → 6.0.3
• Full pnpm build: 27/27 tasks green
• Diff is surgical: one devDependencies line per package (+ lockfile)

Problem

Twenty packages invoke tsc in their build/typecheck scripts without declaring a typescript dependency — they resolve whatever tsc pnpm happens to leave reachable (usually the hoisted root copy).

After the TypeScript 6 upgrade (#2700), the shared base.json uses the TS6-only "types": ["*"] wildcard. Worktrees carrying pre-upgrade node_modules/.bin/tsc shims (orphaned typescript@5.9.3 bins that pnpm never refreshes for an undeclared dependency) fail with:

error TS2688: Cannot find type definition file for '*'.

Hit locally in @workflow/astro, @workflow/world-postgres, and @workflow/nuxt — invisible in CI because fresh installs never have the stale shims.

Fix

Add "typescript": "catalog:" to the devDependencies of every package whose scripts run tsc (the convention @workflow/nest already follows). pnpm then owns each package's tsc bin shim and refreshes it on catalog upgrades, making this staleness class structurally impossible — and pinning every package to the workspace catalog version (^6.0.3) hermetically.

Packages without tsc in their scripts are left unchanged (nuxt, swc-plugin, tsconfig, plus those already declaring it).

Validation

• All package-local pnpm exec tsc --version → 6.0.3
• Full pnpm build: 27/27 tasks green
• Diff is surgical: one devDependencies line per package (+ lockfile)
