Resolve Windows all-target Clippy failures without changing runtime behavior by gating Unix-only imports and helpers and marking Unix-only persistence parameters intentionally unused on non-Unix targets.

Bring current
mainat479fa238into the hardened global package-profile branch. This preserves the global install/uninstall transaction model while incorporating the exact cfg fixes that caused its Windows all-target Clippy failure.
