This PR removes support for Python 3.9 and fills various documentation bits adding support for 3.14. We can wait to merge this after the next release.

I think the cuda.bindings changes here should be backported to 12.9.x as well.

Reverted in #1109. To be re-reverted in the next release to actually drop 3.9.
