Want to start a unit test file for decimals? I haven't really thought through the scope of what decimal functionality we might like to offer in Arrow. At least being able to support Parquet usages would be good. |

I twiddled this a bit to cut the runtime in half. I'd like to reduce it further but looking for feedback -- my preference would be to use system entropy (`std::random_device`) to seed the PRNG and print the seed on failure. So we could run far fewer tests (e.g. only 50 or 100 or so) and occasionally run into flakiness or failure if we refactor and break something internally. Thoughts? This PR enables tests for `ARROW_COMPUTE`, `ARROW_DATASET`, `ARROW_FILESYSTEM`, `ARROW_HDFS`, `ARROW_ORC`, and `ARROW_IPC` (default on). #7131 enabled a minimal set of tests as a starting point. I confirmed that these tests pass locally with the current master.
