I'm going to limit the amount of nested data (especially repeated fields) cases in this patch as I haven't yet thought through the nested data reassembly from repetition / definition levels. Since the effective Arrow schemas may "collapse" multiple levels of nesting (for example: 3-level array encoding -- see https://github.com/apache/parquet-cpp/blob/master/src/parquet/schema/types.h), we'll need to track the logical correspondence between repetition and definition levels so that the right null bits can be set easily during reassembly.

I'm going to go ahead and wrap this one here. I'm going to start working soon on the read adapter. This is somewhat complicated (as far as unit testing is concerned) by the fact that parquet_cpp cannot yet write files, so I probably need to prioritize that before going too far down the rabbit hole on the Arrow side.

ARROW-8754: [C++][CI] Enable additional tests on s390x

This PR enables tests for `ARROW_COMPUTE`, `ARROW_DATASET`, `ARROW_FILESYSTEM`, `ARROW_HDFS`, `ARROW_ORC`, and `ARROW_IPC` (default on). #7131 enabled a minimal set of tests as a starting point.
I confirmed that these tests pass locally with the current master. In the current TravisCI environment, we cannot see this result due to a lot of error messages in `arrow-utility-test`.
