Let's make sure this fixes the failing reflection tests before merging. Let's create a tracking issue for those to get data, and then have this PR resolve the tracking issue. |

Reverts #91482
Failures were introduced to the branch when I merged this. The latest open deps flow PR is still showing the failure. Since it has not yet been fixed, the backout is the appropriate approach to address the problem.
