feat(browser): Attach top-level domain to "Failed to fetch" errors

Closes#15709
This also adds tests for the various types of TypeErrors that fetch can produce.

feat(browser): Attach top-level domain to "Failed to fetch" errors

This also adds tests for the various types of TypeErrors that fetch can produce.
