Fixes a bug wherein
BroadcastChannelshould have been initialized inlib/internal/bootstrap/browser.jsinstead oflib/internal/bootstrap/node.js. That inadvertently made it such that there was incorrect handling of the DOM vs Node.js implementations ofBroadcastChannel.
