The four edits

1. scripts/pm/dispatch-gates.mjs — one JSDoc line beside CONTRACT_REVIEW_TIER pointing at the SKILL.md rulebook (the 「入队与落地」 clause-② gate + the needs:contract-review review-chain bullets).
