Writes the maintainer's quota-exhaustion ruling (2026-08-13, verbatim, untranslated: 「fable 如果用完了,可以用 opus」) into the Model tiering section of
.claude/skills/pm-dispatch/SKILL.md, as one exemption subclause attached once to BOTH mandatory fable clauses (scope confirmed by the maintainer's on-card 「8451 同意」):opus, never lower.The former absolute phrase 「无向下裁量权」 is replaced by the equivalent-but-now-true framing 「两条唯一降档出口:额度耗尽豁免」 — the sole exit is named, everything else remains non-discretionary.
