Documentation provides examples of QIR inputs, which are only provided in the new selene-core 0.2.3. As such, a dependency bump seems worthwhile, after which selene-sim may be released.
In CI, we had a guppy upper bound due to a breakage in 0.21.7. Now 0.21.8 is out, tests pass there and we may now go back to testing with a relaxed guppylang constraint (simply excluding 0.21.7 instead of demanding an earlier version)
