Selene primarily provides consumption of QIS (via HUGR and QIR), yet does not directly test on QIS snapshots.
Here I add some preliminary QIS tests, in a step towards making QIS a first class citizen. The QIS is generated from HUGR, but later I will provide some handwritten examples to make the input abundantly clear to an interested reader.
This provides us with a starting point for adding additional QIS flavours and testing their respective behaviours directly.
Drive-by fixes:
_WIN32guard on defining EXPORT as__declspec(dllimport)on the helios qis interface C api.
