What Does This Do

Adds the _dd.test.is_user_provided_service tag to the metadata header, set as true/false depending on whether the DD_SERVICE is specified by the user or the default value is being used.

Motivation

This information can be used in Test Optimization backend and UI to differentiate between default and user-provided services.
